As for immigration, Obama told attendees at the event sponsored by the Univision television network that it is not appropriate to grant "temporary protected status" to undocumented workers. Obama said he cannot suspend deportations by executive order.

The president said deportation of criminals is up 70%, while deportation of non-criminals is down.

Education also came up as Obama told the crowd at a Washington high school that he is working for the DREAM Act, which would create a path to citizenship for children of illegal immigrants who seek college degrees.

While unemployment has fallen nearly a full percentage point, just 407,000 payroll jobs have been created — a mere 0.3% rise.

How can that be? Maybe it's because the real jobless rate — which includes those unemployed Americans so discouraged they've stopped looking — is higher than 8.9%. Much higher.

At the moment, the focus on jobs means Smith is steering away from some of the hottest-button immigration issues. Asked about the Obama administration's lawsuit against the state of Arizona, the Texas Republican is quick to condemn it -- he says it is "misguided and unnecessary" and sends the message that the administration "is not interested in having our immigration laws enforced" -- but doesn't see much that he can do about it as chairman. "Not any more than I have already done, which is I have weighed in on the side of Arizona," Smith says. "That's now in the courts, and it is the courts who will make that determination."

Tech Firms Take More H-1Bs

Silicon Valley companies have long relied on foreign skilled employees. During the recession, many big local technology firms appeared to hire a larger share of those workers compared with other top employers of professionals from overseas.

That is according to an analysis by the National Foundation for American Policy, a nonprofit nonpartisan policy research group in Arlington, Va. The group looked at government data on new H-1B visas that were awarded to the top 50 employers of such visa holders nationwide over the past four years. H-1B visas are the coveted visas that allow foreign skilled workers to be employed in the U.S.

According to the analysis, Silicon Valley companies such as Intel Corp. and Google Inc. received 14.7% of the new H-1Bs visas that were awarded to the top 50 H-1B employers for the year ended Sept. 30. That totaled about 2,110 approvals out of the total 14,315 such visas for the group.
